I don't know. There were some heavily penalized raiders teams back in the 80's that dominated. I'm sure it has happened. Steelers? Some of those physical teams had to have penalties.

I don't have the stats to back it up but this has to be the first time the #1 team in the NFL has ever led the league in penalties

The Raiders won 3 Super Bowls so I think it might have happened before.

Rams have no respect for the passing game right now. They are stacking the box on every play. When we play action it seems like Russell is running right into the defense as he's finishing the fake.
