Like I've said before, until you can challenge penalties (up the challenges to 3 per game - it would barely add any time) the game (NFL) will always be hair pulling.
I'm sure the NFL is thinking, "We don't want to make our refs look bad!" THEY ARE GOING TO LOOK BAD. You have HD cameras nearly up a persons asshole these days with 1080p slow mo. You'd need an official crew of 30+ to see EVERYTHING.
