That is correct, Kelenic and Gilbert did decline, White took it and they called him up. Service time manipulation is different than keeping them in the minors for punitive reasons.

Yes Gilbert was another example if Kelenic would have performed at the major league level he would have still been on the team because it looks like Gilbert is about to get paid pretty well at some point.

I think the rules have changed, but it used to be that an amateur draft pick couldn't be traded until something like a full year after either the draft or when he signed his contract. There are probably still similar rules in place.
