The fee is only paid after you negotiate the deal and it is signed. So even if you win the bid, but he doesn't sign, then you don't pay anything.

I think the player can negotiate with all teams that submitt the bid, so if 12 teams bid the max then the player can negotiate with all 12 teams.

Right...now they NEED to sign Cano, because...they will not be able to afford Tanaka without going over the threshold

Now we want them to sign Cano, that likely ends their chances at Tanaka
unless they forget resetting the threshold/tax penality, which they keep insisting they will stay under to reset it
I think it significantly hurts Texas' chances, much like the international FA cap they added recently
