So, are the Rangers already planning for both Rocker and Leiter to be in our rotation next April, as long as they continue pitching well over the next few weeks?

Not sure. It absolutely looks like they want Leiter in the rotation from the jump next season.
Rocker might just be forcing himself into the discussion, as well.
IF they are both ready for the bigs to start next year, I see the rotation as deGrom-Bradford-Leiter-Rocker-Mahle with Dunning and Gray as depth/multi-inning guys out of the pen.
The budget situation may be impacting the front office's mindset, as well.
