Depends. To get a star, a franchise like Indy typically needs to hit on a draft pick or 2. So they would want the cap space to be able to put better role players around them.
But, to get better draft picks, they would need to move guys like Hield and Brogdon because they would win too many games with them. A guy like Westbrook would be good for them because fans will pay to see him and he's not likely to add much to their win total. Plus, if they can get a first rounder or 2 out of it, that can help them as well by using it or trading it for another piece.
