Yeah but the sugar bowl this year is hosting semi so the rotation for the top non playoff Big XII/SEC matchup doesn't happen those years.

The students can't make it happen, but they can put pressure on the administration to make it happen - but even then, it will take some strong-arm tactics by major boosters & alums. It could probably become a reality in two to three years if everyone was on board at both schools. Schedules can be shifted & non-conference games can be moved to another season to make room for it to happen.

1) What authority would they have to reinstate it?
2) Are they working with their A&M counterpart?
