I think he was discouraging the Eagles from throwing a Hail Mary... If they tried and it was incomplete, Patriots would be in FG range with possibility of around 2 seconds left

I agree he holds the ball a little too long but his WRs are garbage and can't get any separation. He has to hope Ertz, Goddart and Sanders can get open.
