My guess is it is a little of both. They probably saw something on the tape they liked and he gets an opportunity to impress. Competition is never a bad thing.

Kessler had no chance for success with a horrible Browns team and actually looked decent, considering.

Also, Doug Pederson is a QB magician.

He's a camp arm. He'll play through the preseason and push the backups we have in place already. Nothing more than that.

Plus he's a big analytics guy, however that works his analytic traits are what got him drafted as high as he did. I suspect Andrew Berry had some influence on this move.

Hey let's not get carried away, he does wonders with everyone he's come in contact with,
But Kessler is a SC QB, that has been a losing tradition since they stopped putting those tight sweaters on the cheerleaders!

You kick the can on these guys ... systems "sometimes" make QB's. Look at Foles ... did really well here, but tanked everywhere else. We're not looking for a starter, just backup competition by throwing a few objects against the wall to see what sticks.
