Exactly matter of fact it's both. You have to have a smattering of Vets and Youth.There are two ways to improve.
1) Hire proven talent via free agency in which you pay more for that proven commodity.
2) Draft semi unproven talent for a much lower initial cost but may be with the team much longer if they prove themselves.
It's a risk and if done correctly can bring in Lombardi trophies again and again.
Bill has done this.

Even though the QB who shan't be mentioned gets all the credit for drafting, recruiting defensive schemes etc..
We can't afford that many QB'sSorry. I should have used a different QB as an example as it's obvious a few of you can't have a decent conversation that includes Brady without getting pissy.
Back to my original point. IMO, if Mahomes, Hurts, Burrow, Tagovailoa, Purdy, and a few others were our QB we'd be 2 - 0 instead of 0 - 2. Yes, Mac has played decent but as we all repeatedly said last season he doesn't have the killer competitive instinct and that trickles down to the rest of the team.

Part of this rebuild. If it is a rebuild saw us lose guys like Scar and Ernie. IMHO they played a huge part.
