Actually, they were used correctly in the sentence that he used them in:

"And the fact that many speculate Ray Allen was given under the table money to come to miami (why else would he go from 12 million to making 1 million)..."

He's not claiming that Ray Allen receiving money under the table to join the Heat is a fact, he's stating that people speculating about it is a fact.

I expected turnup to not comprehend that, a little surprised that you didn't.

There is or was no reason to speculate anything.
The premise of his argument , that you seem to agree with, was that he accepted 1M instead of 12M, when in fact he turned down close to 6 to accept close to 3 ( plus no State taxes).

There was NO chance Allen was staying in Boston. Money was not, or was ever going to be the deciding factor.

He was either going to the Clippers or a Heat.
He was scheduled to meet with the Clippers, but it never happened because they decided to sign
Crawford.

Once that happened, he knew he was joining the Heat.
