So to answer your question, no. I don't think Latos and Quintana are going to keep this up.
I personally wouldn't lump Quintana and Latos together. Quintana has showed signs of this breakout in the past.Kinda my opinion on the Chisox ... I like Sale and Rodon a lot, but I don't see Latos or Quintana being any better than mediocre over the course of a full season.

Oh, Detroit will bounce back....to a point. Too much talent in that lineup to lay down for long. The pitching will hold them back from competing for the top spot, but Kinsler, Cabrera, VMart, and (hopefully) JD Martinez will all hit. Tiger fans are running around pulling their hair out currently....but those are the ones who actually thought adding Pelfrey, Lowe, and K-Rod was good enough to get to the WS.
