Jerry needs to stop thinking he's the smartest man in the room. He keeps digging that hole deeper when he speaks and no fan wants to hear "we're not a poor franchise" and then spend 50cents on trash players while other teams spend on need to better themselves. It does to me because actual dollar amounts mean less in different years, but being ranked at certain spots shows they are payroll competitive each year based on how the league is spending.

But I don't see it as competitive. He should be Top 7 Payroll with a team that could win it all. This payroll is far from competitive. Per Spotrac they are 16th in active payroll. To get to 7th he would have to add $66M. That is competitive for where they are competitive wise for the WS. $66M could have gotten you Bregman and Alonzo. Now that would be competitive.

In this case you're correct that this years payroll isn't competitive and we should have seen that more clearly when owners started to cry how poor they are. I myself got bogged down in the needs of 2 FA bats needed forgetting what the owners said. One month in is when I realized these assholes weren't making any moves.
