This is the full real quote from Jerry Dipoto so there's no further confusion:

"I'll go back to what we did at the 2018, headed into the 2019 season. You know, at that point we decided we were going to step back, rebuild our organization, and set ourselves up to be a sustainable contender. And for two years, we rebuilt our roster and in the four years since, we have built a sustainable, competitive roster. We're not growing our payroll at a rate that is, I guess, that is acceptable to the listening public in some way. We have grown it year over year, you know, this is now since 2021, we're one of just two teams in Major League Baseball who's grown our payroll each year. That's unique. We've just not grown it as fast as people would like us to grow it, and we've grown it in a different way than people want us to grow, at least that's my sense. I think the expectation is that we'll go and pour it out on free agents; our preference is to develop from within, to invest in our own players, and to build that way.We're not working on a low payroll [laughs]. We're working on one of the largest payrolls in team history. We continue to look to invest in our players and the true answer to that question is somewhere in between. We work on a budget, like 29—or at least, 28 teams work on, and we try to make the best decisions that we can within the parameters of those budgets, and we try to focus on what believe is the right way to build a sustainable team, which is through draft and development."
Reinvest? He talks like he has locked up Gilbert, Kirby and Cal. Sure he reinvested in Castillo but he didn’t draft or develop, he didn’t draft and develop JP. They definitely reinvested in Julio but 1 of the 4 core guys doesn’t say he’s reinvested.

And I’m totally over the strawman of fans wanting a 200 million dollar payroll. We’ve never asked to purchase a championship like the Dodgers. But for the past 4 years there has been guys on the market that M’s could’ve had. They’ve been 1 player away since 21 from potentially winning the WS. Even in Jerry’s one playoff appearance they were 1 legit bat away from beating the Astros.

Ok, that makes sense. I don’t care to really look into things it was just weird seeing a few fans and the locked on boys appearing to go after Levine. But too be fair I won’t listen to the interview because I just can’t listen to Jerry anymore. Reading the transcripts of him is bad enough but hearing his condescending tone pisses me off. I can’t remember where I saw it, maybe on here, but he talks like he is a GM who revolutionized the game and is a first ballot HOFer
Ya I was confused too because Levine is normally well liked because he is against the big boys. The misquote wasn't that big of a deal in my view. Honest mistake.

Ya I won't listed to Jerry boy. He is always blowing smoke so why bother. I will read his quoted though just to keep fired up on hating him...and I do hate him.

The payroll number on where they are at doesn’t necessarily matter to me. My issue is that if they are going to be mid market then in some years they have to be top 5 in payroll then slide back down to mid-late teens. I’ll still always come back if they are afraid of the years then just give an extra $10 million for a year. A lot of these guys are taking 5 year deals that are really just 1 year deals. Giving a guy $30 million for a year isn’t going to cripple them

Sure I get your perspective and I my thinking could be wrong. $140 vs $180 isn’t a big deal to me if the money is used wisely which obviously it hasn’t been. Let’s just say all of these prospects hit their potential, with Julio and Cal that’s like a $70 million dollar payroll in 27. They could buy 1 FA and be well below
