Landen Roupp had a hell of a spring and was deserving of a rotation spot. Feels like the best thing for Hayden Birdsong is to start, whether that's in the minors or majors. It should be noted that the rotation at the end of the year will look different than the OD rotation.
I don't like the swingman role in general for young pitchers, especially when they just need innings. The workload can be too unpredictable and preparing for it is different than throwing every 5th day. One way or the other, Birdsong will find his way in the rotation.
Perhaps, shifting Jordan Hicks back to the bullpen would have created an opportunity for Roupp and Birdsong to start, but they have committed to him being in the rotation for now.
