Not sure if Wilson is underthrowing because of the ankle or if he's trying to put too much touch on the ball.

It's not the slight underthrow that's the problem, it's not getting it to the outside shoulder away from the defender. You'd rather under than over to give your receiver a chance, but he keeps putting it where the receivers are fighting the coverage or actually climbing them to get that chance. Put it to the other side.
