That's why I think leagues should do more to "police" owners and hold them accountable. It can already be a bit tougher for a smaller market team compete...an idiot for an owner makes it damn near impossible.
Teams like the Thunder and Cavs have shown that smaller markets can compete, they just have to be a little smarter and a little more patient.

guess without the rules to force more spending this would be hard to do.....like no floor in MLB.Yep. Before he was exposed as a racist, that was the issue with Donald Sterling. He was just happy to "be in the club" but wasn't interested in actually spending what it took to be competitive and he didn't even have the small market excuse to fall back on.
