As long as this doesn't become a long-term issue, I'd say this isn't really a big deal.

Bottom line - Bengals have no problem waiting Trey out. He's going to turn 31 this year. They can still tag him next year, and trade him for something. So, they can wait out and see if someone is willing to meet their price (Guessing 1st/3rd) or see if he plays for them this year (and potentially work out a deal) or they'll simply let him sit this year, he'll turn 32 next year - and risk losing more money.
Only way Trey can gain any real leverage isn't to threaten to sit out, but threaten to retire. If he retires, then the Bengals not only lose him this year, but lose any chance of getting compensation when he leaves (either by trade or by comp pick). Doesn't seem like that is a hardline stance he's willing to take (at least yet)...so, Bengals hold the cards.
Honestly - they should just sign him, but it's the Bengals.
