I can't imagine FIFA doing something smart and turning this back around at this point but after seeing this year's draw I can't imagine how much weaker things would get throwing another 16 teams in. The tournament is at the participation level it should be at.

I guess they're trying to increase the amount of time that the ball is actually in play, but in my opinion, the referee adds stoppage time for that very reason. It still needs to be approved by the IFAB (International Football Association Board).
