I guess they're trying to increase the amount of time that the ball is actually in play, but in my opinion, the referee adds stoppage time for that very reason. It still needs to be approved by the IFAB (International Football Association Board).

I figure it has to do with water breaks? Average high temps there that time of the year is still around 30 celsius.

/and probably commercial breaks.
