If there is, I'm unaware of it. I think it's just something people are doing now. You see cut outs of random celebrity heads at college football games all over the country. I'm not sure if this one has a known meaning, though, but I'd doubt it.

When he runs he reminds me of one of those old farm dogs that can hardly move any more and struggles just getting up to move around the yard.
