Apparently it is to be considered.

Just reported on @NBCSN that NFL's Competition Committee will consider abolition of ALL blocks below the waist in 2013.

So I guess all those NFL teams running the triple option with cut-blocks are going to have to change their ways.

Have they considered improving the safety equipment?

Doubtful. This will decrease the chance of points being scored. Which goes against 99% of the rule changes of the last 20 years.

This would be a mistake for many reasons. 1- As someone pointed out earlier this would reduce scoring. Cut blocks get the defensive line's hands down out of the throwing lanes. This will cause more JJ Watt like players to bat balls and end drives. 2- Cutting has been a part of the game forever and they aren't dangerous if they are executed properly. 3- These blocks allow running backs a fighting chance against blitzing linebackers. If the running backs aren't allowed to cut the blitzer then the blitzer can just light him up without worry. It would virtually eliminate smaller backs from the game out side of catching the ball out of the backfield. It's a terrible idea overall and should be squashed. StateoftheSport.com

Good post. Especially relevant with the RB going low to chip. Problem is, what do you do about it when it's used as a deliberate cheap shot, that tears an ACL? Fines +/- suspensions?

Those are in place now. Those types of injuries occur when the o-line come in from the side or the back of the defensive player. That is already illegal. If you come from the front and go low the block is legal and likely not going to cause any damage. There are always fluke instances when a cleat gets stuck, but that isn't a good enough reason to eliminate that style of blocking.
