Bullpen is not as important as rotation, nobody in the pen is going to be asked to face a hitter more than once, starters will be asked to get most hitters out at least 2 or 3 times.
Well, if you don't think a starter can go more than 6 innings, then the bullpen hast to go at least 3 innings per game... that is at least 1/3 of the pitching... And likely more since if any offense is assumed to beat on a pitcher then that pitcher will be taken out sooner, AND if these matches are seen to be so close we should expect at least one extra inning... Maybe relief pitchers don't get up to equal importance, but I would definitely say the bullpen is more important than 1/3 of your pitching...
