Basically, it comes down to what a lot of these things seem to come down to...
What did he know and when did he know it?
If he knew about the 2015 incident in 2015 and didn't do anything about it until 2018 (which looks to be the case), then he has been covering it up for 3 years. If that's the case, he should be fired and if it turns out that administrators knew about it in 2015...they should be fired too.
However, if he didn't know about the 2015 incident until 2018 and fired Smith, then he handled it properly and should keep his job.
He says he reported it in 2015 . He doesnt elaborate how and the paperwork hasn't been shown so right now he and the AD are in CYA mode. But that does mean for the past three years he knew and kept the guy.
