I don't think it compares to QB. Guys are kind of hitting an artificial glass ceiling, but there's enough scarcity where you're completely screwed without a QB (see Washington) so they invest in mediocrity as a placeholder, at best. Every slapstick QB gets at least 12% of the cap now.
