It seems like it will be impossible to police this kind of thing in the future. Maybe they need to use some kind of electronic device between the pitcher and catcher to call the pitches.
Why not get rid of all the players and just put robots?I think the catcher position should kind of be eliminated. Has anyone enjoyed seeing Jeff Mathis carve out a 15 year career being a positional player who hits as well as many pitchers?
Robot umps for home plate and robot catchers. You could have a specialized player behind the plate who works with the robot somehow, so there can still be passed balls and stolen bases. If a pitcher still wants a caddy to help him figure out what to throw, he can still have the option knowing the risk he takes.

Report: The Houston Astros Penalty for Stealing Signs Could Be 'Unlike Anything Seen In The Sport's Recent History'
ESPN's Jeff Passan reported Thursday that MLB is trying to unearth evidence teams "used technology to aid hitters." Based on the results of the wide-ranging probe, potential severe penalties could be "unlike anything seen in the sport's recent history," according to Passan.
I think it's best for all involved if they're banished back to the National League.
Dodgers vs. Astros - Game Summary - October 29, 2017 - ESPN

The Dodgers scored 12 runs in Houston and couldn't win.Makes sense why Yankees couldn't win in Houston in the 2017 ALCS
