This is subjective, but some owners are way better than others. Mostly I would base it on team success. So long term I am thinking the Rooney's (Pittsburgh) are very near the top. Along with the citizens of Green Bay.
I like Paul Allen cause he is almost never heard and seen even less. Unlike that useless used car salesman that patrolled the sidelines and hired the enemy coach (Tom Flores) off the raiders who we used to have a rivalry with. And then loaded up the trucks and tried to move the team to LA.
Seahawks have been a non contender most of their history. I blame all of that on previous ownership. Either they ignored the team or tried to ruin it. Finally we have someone who hires good management and lets them do their job.
Lets hope that turns out to be a winning formula.
