The deadline for waiver claims is at 12 p.m. ET on Wednesday, and the 16-man practice squad can be formed at 1 p.m. ET. That means it’ll be a quick turnaround for the Patriots with more roster additions.

Where do the Patriots fall in the Waiver line? Most teams won't try to claim anyone they really want because another team with a lower waiver position will potentially rip them away.

Note: Claim someone from waivers and they must be put on the 53 man roster. If you pick up a player from the waiver you must ""CUT"" a player, making him a free agent. It gets a bit dicey. Most teams already have their 16 man practice squads agreed to and in place. Watch how fast moves are made between 1:00 Pm and 1:02 PM today. Teams will be running 3.5 40's at 12:59 PM claiming special players and hoping that their teams are slow or can't move fast enough.

I've heard that the Rams are already in the starting blocks waiting to snatch Malik Cunningham. 12:59:40

Even though the claimed players must be put on the 53, they are very much at risk. We usually lose a bunch.....
Could we lose Cunninham and/or Zappe? Absolutely.

I think the player has a choice.

So if Team A wants to snag a player from Team B and Team B knows his skillset is a hot commodity they can say to player on practice squad "Here's a huge payday for being on the practice squad, you are fully in our plans to be a full time starter one day."
Then when Team A calls player can decide, no Team B has taken care of me and paid me more than usual to stick around and learn. I'm staying put.

I just read that several teams tried to sign Zappe to their practice squads and he chose to stay in NE so it appears you are correct.

Yes*
They must be on the new teams 53 man roster.
They have gone through waivers and became free agents. They do not have to take the promotion if they want to stay.
This happens far more often then you would expect.

Thoughts: Neither Zappe nor Cunningham were on anybody else's list before draft. Patriots had a plan for both.
Player might rather work towards that plan than to go to the bears and get cut in 2 weeks!

Both players recognize (IMHO) that they are not ready to start.
