I think the player has a choice.

So if Team A wants to snag a player from Team B and Team B knows his skillset is a hot commodity they can say to player on practice squad "Here's a huge payday for being on the practice squad, you are fully in our plans to be a full time starter one day."
Then when Team A calls player can decide, no Team B has taken care of me and paid me more than usual to stick around and learn. I'm staying put.

So if a team calls and say's our plans are to put you on the active roster the player can say, yes I am on the way. What does the team losing the player get? They are now down a PS player

They must be on the new teams 53 man roster.
They have gone through waivers and became free agents. They do not have to take the promotion if they want to stay.
This happens far more often then you would expect.

Thoughts: Neither Zappe nor Cunningham were on anybody else's list before draft. Patriots had a plan for both.
Player might rather work towards that plan than to go to the bears and get cut in 2 weeks!

Both players recognize (IMHO) that they are not ready to start.

In the grand scheme of things it's a good system in the sense that;

A) players get a chance to Improve if they are not fully ready to play
B) Players can decide to leave if they feel they are ready but stuck behind a logjam of quality players at their position on that team.
C) Teams can pay extra for depth at crucial positions
D) Teams can pay for developing players especially if they know they have one that will retire/leave for huge money in FA

Me? No idea actually. But if I were to go off what I read this morning regarding Zappe then ya it's something like that.

Didn't they change the PS rules just recently to make it easier for teams to keep their PS players?
