not saying that he is probably close based on teams right now but it seems like Oakland and Beane blow up their team every few years and they are projected to finish near the bottom of the division and they still end up competing for a playoff position to the surprise of everyone

It may seem that way but from 2007-2011 they were not. Listing from 2007 to 2011 they finished 18GB, 24.5GB, 22GB, 9GB and 22GB. Then they won the division in 2012 and 2013 but then fell apart last year down the stretch and finished 10GB.
