Mo Price is coming back and Jeff Fuller should be back in a few weeks, even if the rules permitted, I don't think the Stamps need him. Football games are won and lost at the line of scrimmage, I'd like to bring in a guy or guys to bolster that part of the lineup.

Of course, the Argos have added suspended NFL receiver LaVon Brazill to their roster, so as jstew mentioned above, there are rules and then there are "rules".

Edit: I should add that Brazill is currently a free agent and not under contract to a NFL team, unlike Josh Gordon of the Browns.
