NBA fines Houston but not LA for Howard fiasco?

Houston's GM tweeted that Dwight chosed the Rockets and was fined for the announcement. Shouldn't LA's GM also be fined for announcing Dwight's decision not to come back? They both violated the league's free agent moratorium rule.

No - because the Lakers general manager never said anything - it was the Houston gm and head coach that tweeted they had a confirmed deal between Howard and he was now a Rocket. Verbal agreements may be reached but are not binding contracts until signed and that means either side may back out once the moratorium has been lifted. Go back a few years when Elton Brand agreed to sign with the Clippers, then went to Philadelphia and screwed them over instead.

Announcing that Dwight was leaving Los Angeles is not the same as stating that a contract with a player has been completed during the moratorium that disallows that. So no - the Lakers did not violate any rules. Kupchak could have just as easily called Dwight a piece of shit that's leaving Los Angeles and still would not be violating any rules. It wouldn't have been a nice thing to say, and he might have gotten fined for foul language, but nothing else

Yes, but it's not a confirmed deal struck with a team!! The point of not being able to say anything during the moratorium is so that a team can't manipulate the process and potentially hurt another teams chances or interest!! Saying that a player isn't coming to your team doesn't do that!!

That is not a statement confirming an agreement to sign - it's just a confirmation that Howard is not returning to the Lakers. Howard could have easily told the front office that on the last day of the playoffs and the Lakers could have easily announced that before - Still legal. You need to understand the law of contracts and the moratorium disallows any contracts to be signed. Houston indicated that they had such a contract.

In order to fina a team, the team first has to violate a rule or the rule

The rule is no contracts may be signed until the moratorium is lifted. Teams may make verbal agreements on the terms of a contract, but the CBA does not permit that contract to be confirmed and when Houston confirmed that they had an agreement indicating it was a done deal, they subsequently violated that rule.

The Lakers did not confirm any agreements, they merely announced that Howard was a prick
