calling a timeout without one or being unable to call one should be a 15 yd penalty. it is second nature for a ref to blow their whistle when someone calls a timeout

I think it will be hard to beat the refs in the Cincy-Pitt game: "there is no defensive PI (committed by Pitt) in the endzone because the WR (AJ Green) was OOB." The idiots missed that the WR ended up OOB because of the PI / illegal contact shoving by the Pitt DB.
