I think it's the penalty that came about because of the snowplow game. Not sure if it's ever been called before.

That makes 100% sense and I can see why that'd be a penalty. Also it'd be too hard to differentiate between how much snow or rain is there or when that could be acceptable, so makes sense they just said, "Don't do it."
