That rule is absolutely abused.
The furthest I can go back to get pitch-by-pitch data is 2002 on fangraphs. And since 2002, pitches per plate appearance have increased about 4.05% while the length of game has increased 7.39%. So there are certainly more factors than just that.
While 12 seconds is really fast. The fastest guys in the game are barely Under 12 seconds.
Yes there is definitely more to it than just the pictures taken. But think about what correlations go along with that. If there are more pitches thrown then there are going to be more pitching changes necessary. Which increases commercial time warm up time and overall game time. So the increase in pictures taken leads to more than just the overall length of it bats but the breaks in action as well.
