ASU has recruited much better in the past. Even in the not so distant past, top 25ish, top 30ish classes were common if not the norm. It's just a function of success. The only teams that have a natural advantage recruiting in the conference are the LA schools due to proximity to the primary recruiting base. Otherwise, all ASU has to do is start winning more games, and they'll do just fine. I anticipate they'll wind up with a top 25 type class this season if they win 10 games.
No offense meant, but every school will believe they have a better chance than they really do. I don't see how any school can think they will leapfrog Oregon, Stanford, or UCLA in recruiting right now from kids who would have otherwise looked at USC. In fact, it is far more likely those kids end up going to Bama or other national powers than staying in the Pac with a depleted USC program.
I mean really, a kid with a power to attract USC shrugs and goes to ASU?
