I'm not sure the tanking in the NFL is an intentional thing.

If you tier the NFL from 2016 into Point Differential Tiers, you get:

Tier 1: Patriots
Tier 2: Falcons, Cowboys
Tier 3: Chiefs, Steelers, Seahawks, Cardinals
Tier 4: Packers, Broncos, Eagles, Raiders, Giants, Ravens, Bills, Colts, Vikings, Saints, Redskins, Bengals, Titans

Those were the teams with above average point differential. Thats 20 teams above water and 12 below water.

Tier 5: Lions, Chargers, Bucs, Dolphins, Panthers
Tier 6: Texans, Jaguars
Tier 7: Bears, Jets
Tier 8: Rams, Niners, Browns

As dominant as the Patriots were last year (arguably #1 D and top 2 or 3 O) you had 3 teams being the Patriots of sucking with the Rams, Niners, Browns. So if you're going to tank, you are going to have to really suck to get the top pick.

I do think you can tank in the NFL, though, but if you're doing it for more than 2 years then you aren't tanking and you just suck.

Im sure the Jets will win their final 3 games, finish 4-12, and end up picking 5th

Exactly. Some clubs just make the most of wherever they are on draft day, and some are the Jets and Browns

I don't consider what the Jets are doing as tanking, more like rebuilding. They certainly have no need for aging high priced WRs with the QB situation. Surprised Forte is still there, probably just a matter of time before they unload him.
