it worked for the coltsI'm not sure the tanking in the NFL is an intentional thing.
If you tier the NFL from 2016 into Point Differential Tiers, you get:
Tier 1: Patriots
Tier 2: Falcons, Cowboys
Tier 3: Chiefs, Steelers, Seahawks, Cardinals
Tier 4: Packers, Broncos, Eagles, Raiders, Giants, Ravens, Bills, Colts, Vikings, Saints, Redskins, Bengals, Titans
Those were the teams with above average point differential. Thats 20 teams above water and 12 below water.
Tier 5: Lions, Chargers, Bucs, Dolphins, Panthers
Tier 6: Texans, Jaguars
Tier 7: Bears, Jets
Tier 8: Rams, Niners, Browns
As dominant as the Patriots were last year (arguably #1 D and top 2 or 3 O) you had 3 teams being the Patriots of sucking with the Rams, Niners, Browns. So if you're going to tank, you are going to have to really suck to get the top pick.
I do think you can tank in the NFL, though, but if you're doing it for more than 2 years then you aren't tanking and you just suck.

"Suck for Sam" will be the new cool thing this year
Than the Jets will get the #1 pick
And Sam will return to USC for his senior season
It's not even like tanking would actually help certain franchises. The Jets would just waste the draft pick.
