I think that's part of the problem that most Canadian cities have. A lot of players hate to be under the microscope 24/7/365 and that's the reality in all of the Canadian markets. Why did Paul Kariya chose places like Anaheim and St. Louis over Vancouver? I'm pretty sure he liked the anonymity factor in those cities.
I think I would pick a team (under two large assumptions: 1. I was good enough at hockey to make the NHL..... and 2. I was a Free Agent) based on these criteria:
1.) Location - I'd want to play in a nice city where I could realistically settle down later. Of the places I would play under the assumptions above, would be San Jose, Colorado, Phoenix, Los Angeles, Vancouver, Chicago and Boston. I'm more of a West Coast guy, but in my short trips to Chicago and Boston, I've liked those cities.....even though I'd probably want to kill half of "Red Sox Nation", lol.
2.) Best Chance to Win - of the teams listed above, which team has the best chance to win it all.
3.) How I fit/Who's interested.
Rabid fanbase would/could be good and bad I suppose, but it would be pretty far down on my list (then again I've never had people stalk me or stop me on the street and want to talk to me).
