The Texas Rangers and Chicago Cubs are the favorites to land free-agent right-hander Tyson Ross, according to Jeff Passan of Yahoo! Sports.

Ross visited the Rangers on Monday and had previously met with the Cubs, per Passan.

The 29-year-old was non-tendered by the San Diego Padres in December. Ross started for the Pads on Opening Day last season and missed the rest of 2016 with right shoulder inflammation. He underwent surgery for thoracic outlet syndrome in October; the procedure has an estimated recovery time of four to six months.

Ken Rosenthal of Fox Sports tweets that the Rangers have "numerous experiences rehabbing pitchers with thoracic outlet syndrome." Former Texas hurlers Matt Harrison, Kenny Rogers and John Rheinecker have had surgery for the condition.

According to MLB.com's T.R. Sullivan, talks are heating up between the Rangers and Ross. Jeff Wilson of the Fort-Worth Star Telegram reports that Texas isn't close to a deal with the free agent.

The Cubs have a void in the back end of their rotation after declining righty Jason Hammel's $12 million team option for 2017, electing instead to exercise a $2 million buyout. According to CSN Chicago's Patrick Mooney, the Cubs remained in talks for Ross following the conclusion of the winter meetings.

In 2015, his last full season in the majors, Ross went 10-12 with a 3.26 ERA in 33 starts. He struck out 212 batters over 196 innings but allowed a major-league high 84 walks.

Ross was an All-Star in 2014. In 31 starts that season, he had a 13-14 record and 2.81 ERA, striking out 195 and walking 72 over 195 2/3 innings.

The Washington Nationals are also interested in Ross, but are a longshot to land him, according to Fox Sports' Ken Rosenthal. Ross' younger brother, Joe, pitched in 16 games (13 starts) for the Nats last season

Thanks Don. EA may be right on track with both. With Yu, the Choo and Fielder contracts may have instilled a huge dose of caution in the owners. It would have me. Napoli is another story. He will come around if we make a reasonable offer. Oakland would help us land him than money. Haha.

I hope they learn the appropriate lessons from the Fielder and Choo transactions. Don't trade for an expensive overweight first baseman whose bat speed declined the previous year, especially without giving him a physical. Also, don't sign an aging outfielder to a long term contract.

The biggest lesson for them is to not let two obvious mistakes keep you from spending on the right player at the right time. I hope they realize the mistake was not the money they were willing to spend, but was the players they choose to spend the money on.
