As for the drag strip and governor debate, a stock car will not come close to reaching its governed speed at the strip. It would need to be modified heavily to reach 150+ and at that point, you've obviously had it tuned to remove the governor when adjusting a/f ratio, timing, etc. And most likely updated the suspension and tires to handle those speeds.
The governed speed is really there due to the rating of the tires, suspension and aerodynamic characteristics. Going 150+ on the highway is nuts, as a slight movement in the steering can easily cause a half lane shift. Then risking the tires, even if z rated, blowing out at those speeds and it's just too stupid.
If it was late model, it would have been "Electronically Limited" to 155.

Most cars without any mods will exceed the speed limit in the quarter mile at full throttle.
