Stroud has to get better at overcoming weaknesses on his team in order to hit that tier. "Playing well" isn't enough. I think he'll get there, though.Stroud is already there imo.
Texans lost the game on special teams and oline. Stroud played well in the playoffs this year.

The bad snap and it being a busted play wasn't his fault but the fumble certainly was.
Lamar had ample time to be able to protect the ball despite the high snap and he just got a little careless with the ball when trying to escape Hamlin.

I do think we should be fair here with respect to the D. I've said more times than I care to admit that injuries should never be an excuse for winning/losing games, mainly because just about every team gets hit with them so often. But in Detroit's case, their D was particularly decimated by the time they faced Washington. At full strength, they're likely still not a top tier defense, which is why I like your first sentence so much.
