It happens every day, but it isn't as well talked about until it happens to a celebrity. It's what normal black people have had to tolerate on a regular basis
It's rare. There is racism for sure, it's mostly passive, subconscious or verbal in private conversations.
If this happened to celebrities we'd all know about it.
Most blacks deal with being looked past, not being able to get a cab it they live in a city like NYC or Chicago, but very few have this sort of overt act perpetrated against them.
