i'm not crazy about how they've used Burke but there are only 5 starter positions and with 3 occupied by Gray & Perez(?) plus a possible FA starter that leaves 2 spots which logic says they probably go with Dunning & Otto until at least the ASB. i would ramp up Burke and maybe even Hearn to the long relief position with even spot starts. that would require signing 2 or 3 FA relievers (1 being a closer)

Neftali was ruined when they didn't leave him at AAA to develop his secondary pitches. So the answer would be "no.:

Relief pitchers ofen limit themselves to less pitches. That doesn't mean they would have to do that as a starter.

Perez is at 46 more innings than he threw last year. About 10 more innings and he will surpass his total from 2019. He may have a tired arm for the rest of the year.
