Are you talking about when they actually blow the whistle and how fast from initial contact? In college and pros, it is usually a second or more. But the point is, if they have not blown the whistle yet and that ball comes loose, forward progress is negated 100% of the time.But by the definition of forward progress.......that would definitely be forward progress.
That is my problem with it. I just dislike when referees don't follow the book.
