Nobody talking about it being a judgement call to reset the clock.....

That's a good point. My guess on the TD play was after the first delay call the refs wasted some time setting the ball so the official in charge of that had called for a reset that never happened. It's just too, too dumb to get back to back delay of games with zero excuse as to why.
