Think about it. If I just put water on something and it's just on it ans it hasn't changed the structure at all it's ust laying on it or soaked int it and you now describe the object as wet then even before you put it on the object the water must be wet itself .

If that thing has water on it, it's wet because the water is on it. You can't put water on water to make it wet. You can't take wet paint and paint wet paint because they're the same thing, but you can take wet paint and paint something else. Same principle.
