Yes but it being liquid essentially makes it wet on its own. The fact that when it's on something that thing becomes wet is a bonus. Remember it's "wet" because yo can feel the water. Think about it. If I just put water on something and it's just on it ans it hasn't changed the structure at all it's ust laying on it or soaked int it and you now describe the object as wet then even before you put it on the object the water must be wet itself .
