Because I want the most controversy, I'll list the top 2 for best and worst. I find the classics (ie: Bama, Oklahoma, etc.) to be fine, but not memorable enough to be a best of.

ACC Best: Clemson, but then Wake Forest, Miami is cool too
ACC Worst: Always Virginia Tech, then Pitt (Clemson purple jersey and orange pants is tacky too)

B1G Best: Michigan, then Iowa
B1G Worst: Maryland, then Illinois

B12 Best: TCU, then Texas Tech
B12 Worst: Baylor, then Kansas

PAC Best: Washington, then Oregon
PAC Worst: Arizona State, then Oregon State

SEC Best: Mizzou, then UGA
SEC Worst: LSU, then Florida

Best in SEC: LSU; Worst in SEC: Ole Miss

Best in Big 10: Iowa; Worst in Big 10: Penn St.

Best in Big 12: Oklahoma; Worst in Big 12: Texas

Best in Pac-12: Washington; Worst in Pac-12: Arizona

Best in ACC: Clemson; Worst in ACC: North Carolina

It's really just for recruiting purposes. And the recruits love the variety and constant influx of new uniforms. Personally I would prefer to stick to one scheme, but that preference is pretty small compared to the desire to bring in better athletes.

I actually like some of Oregon's garish gear. Not all of it, though. But you have to give them points for originality.
