on Heyman of MLB Network reports that the Royals have signed infielder Maikel Franco to a one-year, $2.95 million contract.
Franco can earn another $1 million in performance-based incentives. The 27-year-old batted just .234/.297/.409 in 428 plate appearances this past season with the Phillies, who non-tendered him in early December, but he has averaged 26 home runs for every 162 games played since the beginning of 2015 and makes sense as a low-risk buy for the rebuilding Royals. ESPN's Jeff Passan hears that Franco will open as the everyday third baseman in Kansas City in 2020. There could be some AL-only fantasy appeal.

ESPN's Jeff Passan reports that the Angels have signed free agent starter Julio Teheran to a one-year contract.
The deal will come with a $9 million guaranteed salary for the 2020 season, per Ken Rosenthal of The Athletic. Teheran became a free agent in early November when the Braves declined their $12 million club option on him. The 28-year-old right-hander posted a 3.81 ERA, 1.32 WHIP, and 162/83 K/BB ratio in 174 2/3 innings (33 starts) with Atlanta during the 2019 regular season. He could have a spot in the Halos' rotation next year behind Andrew Heaney, Shohei Ohtani, Griffin Canning, and fellow offseason addition Dylan Bundy, though Anaheim has also been tied to free agents Dallas Keuchel and Hyun-Jin Ryu.

Jon Heyman of MLB Network reports that the White Sox have agreed to a deal with free agent left-hander Gio Gonzalez.
Robert Murray, formerly of The Athletic, was first to indicate that an agreement was in the works between Gonzalez and the White Sox. The veteran left-hander posted a decent 3.50 ERA, 1.294 WHIP, and 78/37 K/BB ratio across 87 1/3 regular-season innings (17 starts, two relief appearances) this past season for the Brewers. He could either be a rotation option or a bullpen option for Chicago in 2020.

Ken Rosenthal of The Athletic writes that the Indians are telling clubs interested in trading for Francisco Lindor that "they want each team’s best and final offers so they can make an assessment over the weekend."
"I do think (the Indians) are trying to bring things to a rapid conclusion," an executive involved in the talks told Rosenthal. The executive goes on to note how odd it is that the Tribe would place an "artificial deadline" on negotiations for the star shortstop, especially with it only being December. There is known to be serious interest from the Dodgers, Reds, and Padres, and it would appear that Cleveland might actually part ways with Lindor this winter -- maybe even before the beginning of the new year.

Tigers and free agent first baseman C.J. Cron have agreed to a one-year, $6.1 million contract.
Cron is the second free agent the Tigers have signed away from the Twins this morning. Cron was non-tendered by the Rays after the 2018 season despite hitting well, then was non-tendered by the Twins after hitting well in 2019. He will serve as the Tigers' starting first baseman in 2020. Last year with the Twins he batted .253/.311/.469 with 25 home runs and 78 RBI. He made $4.8 million last year and will get a nice raise despite being non-tendered.

Tigers and 2B Jonathan Schoop have reached agreement on a one-year, $6.1 million contract.
The contract also contains performance bonuses that could boost his compensation if
he has a strong campaign. Schoop bounced back from a dismal 2018 season to bat .256/.304/.473 with 23 home runs and 59 RBI in 2019 with the Twins. He will take over as the starting second baseman for the Tigers.

Mark Feinsand of MLB.com reports that the Astros have agreed to a two-year, $7 million contract with Martin Maldonado.
The 33-year-old backstop reportedly turned down more lucrative offers elsewhere to remain in Houston. One of the best in the business behind the plate, Maldonado should once again work wonders with the Astros' pitching staff.

on Morosi of MLB.com reports that the Blue Jays have signed Travis Shaw to a one-year, $4 million contract.
He could make an additional $675,000 in incentives. While the Jays' financial commitment to Shaw is just for one year, they will have him under team control for 2021, as well. Shaw had back-to-back 30-homer seasons for the Brewers in 2017 and 2018 before collapsing last season. He'll turn 30 just after Opening Day and is a solid bounce-back candidate in Toronto, where he'll be set to play first base and also probably serve as a designated hitter on occasion.

Jeff Passan of ESPN reports that the Indians have signed second baseman Cesar Hernandez to a one-year, $6.25 million contract.
The Indians saved a good chunk of change by dealing Corey Kluber to the Rangers, so hopefully this is the first step to address areas of need. Hernandez was non-tendered by the Phillies earlier this month after batting .279/.333/.408 with 14 homers, 71 RBI and nine stolen bases in 2019, but he represents a strong upgrade over the Indians' internal options at second base. The 29-year-old switch-hitter is known for his strong approach at the plate, though his walk rate fell all the way to 6.7 percent in 2019. Next up for the Indians should be to add an outfielder.

Jesse Sanchez of MLB.com reports that the Marlins have reached an agreement with Francisco Cervelli on a one-year contract.
Multiple reports indicated that the deal is worth $2 million. Cervelli dealt with another concussion this past season, but he managed to make it back for the stretch run with the Braves and will now shift into a backup role in Miami. Going into his age-34 season, Cervelli isn't going to provide fantasy production in this role, but he should be a useful player for the Marlins assuming his health cooperates.

Matt Moore has agreed to a contract with the SoftBank Hawks in Japan.
It's a one-year, $3.5 million deal, per Jon Heyman of MLB Network, and there is another $2.5 million available through performance-based incentives. Moore made only two appearances with the Tigers in early 2019 before requiring season-ending surgery in mid-April for a torn meniscus in his right knee. The 30-year-old former top prospect will now try to revitalize his baseball career overseas. He leaves behind a 4.51 ERA, 1.40 WHIP, and 8.1 K/9 in 894 2/3 total innings as a major leaguer.

The deal was first reported last week and is now official after Franco passed a physical. Franco will be the Royals' regular third baseman, with Hunter Dozier moving to right field and Whit Merrifield to center. The 27-year-old will be under team control for 2021, as well.

Blue Jays signed RHP Shun Yamaguchi to a two-year, $6.35 million contract.
Yamaguchi could earn an additional $1.4 million in innings pitched incentives. The 32-year-old posted a 2.91 ERA, 1.16 WHIP and 188/60 K/BB ratio ratio across 170 innings for the Yomiuri Giants last season. He will compete for a spot in the Blue Jays' rotation.
