Since we don't have the visibility or get to hear about whether these dumbasses are actually adhering to the NFL's policies... My guess is Martavis didn't follow the rules under the NFL's Banned Substance policy after his last suspension... At least the suspension rules where they are subject to all sorts of testing & rehab. And I bet those rules get stricter & stricter the more times you get suspended (logically).

I'd bet Martavis wasn't able to subject himself to the required testing or rehab. Just a guess.

If I were one of those guys & I was serious about returning to the NFL... I'd just check myself into a rehab facility that managed my entire day for me... Padded walls & all. All I'd need is for that rehab facility to have a rec center so that I could work out. NFL could have the nurses wake me up to piss in a cup if it became that critical to adhere to a schedule lol.
